Mineard holds a master’s degree in school administration from Duquesne University; a master’s degree in educational psychology and a school psychology specialist certificate from Indiana University of Pennsylvania; a bachelor’s degree in psychology from Clarion University of Pennsylvania; and a letter of assistant superintendent eligibility from Westminster College.
He is currently the Director of Special Education at Ambridge Area School District, where he has also served as interim PIMS (Pennsylvania Information Management System) Coordinator. He previously served as Coordinator of Special Education and as a school psychologist at Western Beaver County School District. In his career, he has also held the positions of ESL (English as a Second Language) Coordinator, Extended School Year Coordinator and “Pre-K Counts” Program Coordinator.
Mineard is a member of the National Association of Secondary School Principals and the Pennsylvania Principals Association.
